1. Note Well

The standard code of conduct and Anti-trust policy as well as IPR agreements were shown.

3. Adoption of Agenda

  • Imran asked to take up the AP2 email that Nat sent to the list earlier so it was added.
  • Jonathan joined the call for the first time so his introduction was done in the AOB as well.

4.1 Upcoming Events

  • OIDF Workshop: October 20, 2025 (hybrid workshop at Cisco)
  • IIW Agentic Internet Workshop: Friday, October 24, 2025 at Computer History Museum, Mountain View, California

4.2 Conference Reports

4.2.1 Identity Week America (George Fletcher)

  • Smaller attendance than expected
  • Focus on biometric and post-quantum topics
  • George's Sessions had approximately 20 people in attendance
  • Interesting topics included identity management in airports (50,000 workers, only 3,000-4,000 actual employees)
  • Mobile driver's licenses discussed but no specific SP 800-63-4 sessions

4.2.2 NSA Standards Event (Gail Hodges):

  • Invite-only event, third year hosted by NSA
  • Attendees included Nancy, Mike Jones, and Peter Kesselman
  • Key contacts made with ANSI head of policy and Arnaud Teddei for ITU SG17 cybersecurity
  • ANSI and NIST have expertise on Accreditation to share, now that board affirmed plans to pursue an accrediting service for managing entities and accreditation labs
  • Concerns raised about nation-state actors manipulating standards processes in ITU and 3GPP contexts
  • Observed complex behaviours in 6G standardization discussions
  • Mary Saunders from ANSI provided insights on standards transformation

5. Liaisons and External orgs (Nat)

5.1 FAPI 1.0 ISO PAS Feedback Status

  • Gail Hodges confirmed that FAPI 1.0 feedback from the ISO PAS process is pending
  • Chairs (Nat and Dave) are working on a shared response draft
  • The feedback review will be conducted in a closed session, not during the open working group meeting

5.2 Chile FAPI Implementation

  • Chile has implemented FAPI 2.0, RAR, and Grant Management in their sandbox
  • Currently drafting Chilean FAPI profile

6. PRs (Dave)

  • Dave Tonge is working on old PRs for implementation advice
  • Three PRs will be ready for review in next week's call
  • Need for community contributions on implementation and deployment advice issues
  • Action: Dave to prepare email proposal for handling older issues

7. Issues (Dave)

Issue #740 - FAPI 2.0 Conformance Testing

  • Request for tailored FAPI 2.0 conformance testing integration
  • Robert Gallagher (Mastercard) following up on additional conformance test requirements
  • Gail reported offline conversations with Joseph's team sizing the work at approximately 2 weeks for the certification team
  • Alan identified as likely team member to pick up this work due to his FAPI expertise
  • Mastercard development team offered assistance with implementation
  • Commercial discussions needed regarding pricing for high-volume conformance testing
  • Action: Gail to coordinate call with Robert, Adam, and Mark Andrus on next steps

8. Any Other Business

8.1 Google's Agent Payment Protocol (AP2)

  • Nat shared information about Google's new Agent Payment Protocol announcement
  • Protocol appears to be OAuth-based and payment method agnostic
  • Supports various payment methods: credit cards, real-time bank transfers, stablecoins
  • Supporters include Intuit, Mastercard, and Okta among others
  • Uses tamper-proof, cryptographically signed digital contracts
  • Robert Gallagher confirmed this is significant for Mastercard but couldn't share external materials during meeting
  • Imran Ulghar expressed interest in understanding FAPI compliance requirements
  • Action: Robert to follow up with specific technical questions
  • Action: Nat to reach out to Anoop (Intuit) for additional insights and create an issue

8.2 Jonathan Lema Introduction

It was the first FAPI meeting for Jonathan, so he introduced himself. He is a consultant working with CMF (Chile) as well as with Peru and Colombia, so he can inform the WG on them as well. He signed the contribution agreement months ago.

He also explained the Chilean situation, which is recorded in the external org section above.

Nat welcomed Jonathan and suggested allocating time in future meetings for Chile ecosystem overview

Action Items

  1. Gail Hodges: Coordinate call with Robert Gallagher, Adam, and Mark Andrus regarding FAPI 2.0 conformance testing commercial aspects
  2. Dave Tonge: Complete preparation of three implementation advice PRs for next week's meeting
  3. Dave Tonge: Prepare email proposal for handling older issues in the tracker
  4. Robert Gallagher: Provide follow-up information on Google's Agent Payment Protocol technical questions
  5. Nat Sakimura: Reach out to Anoop for insights on Agent Payment Protocol and create an issue in the tracker
  6. Nat Sakimura: Consider allocating time in future meetings for Jonathan Lema to present Chile ecosystem overview
  7. Hodari McClain: Continue pushing FAPI 1.0 and OpenID4IDA feedback from ISO PAS process

Next Meeting

Next FAPI Working Group Atlantic call scheduled for the following week. PRs will be ready for review and further discussion on Agent Payment Protocol expected.
