If the current Intersection is not signalized, entry into the Intersection is based on a policy which may or may not be indicated by a physical sign.

Entry policy

Unlike a signal, which changes dynamically, a policy remains static. A stop rule, for example, always applies to its associated lane or lanes regardless of current conditions. The possible rules are “stop first”, “yield to oncoming traffic”, “apply the regional priority rule”. In the last case, right handed traffic has the priority in the USA. It is customary to post a physical sign indicating which rule is active, but this is not always the case.
