Summary

  • Created centralized graph.py with cached Neo4j availability check (30s TTL) and driver factory
  • All 20+ sidecar endpoints now return graceful empty responses when Neo4j is down instead of crashing with 500/503
  • Eliminates cascading timeouts — only one connection attempt per 30 seconds when Neo4j is unavailable

Implements spec 07 Phase 1b: "Neo4j optional mode — System works without Neo4j running."

Test plan

  • Deploy with Neo4j running — verify all graph endpoints work normally
  • Stop Neo4j — verify sidecar stays healthy, all endpoints return {"ok": false, "available": false} instead of 500
  • Restart Neo4j — verify recovery within 30s (cache TTL)
  • Check /health endpoint reports neo4j status correctly
