Four words. Use these, no others:

1. OPEN — we do not have the data (no archive, no frozen integers, no sealed corpus, no named public number we fetched and sealed as a fact on the page). Only these rows may say OPEN.
2. DATA SEALED (or the stronger term already true: LAW FROZEN, PARTIAL_CORPUS_SEAL, CHARTER WITH ARCHIVE) — we have the data. The apex may still not serve that game_id. That is a membrane gap, not an open study. Say: “Data is sealed. Claim on apex is not served yet.” Never call that OPEN.
3. LIVE CLAIM — apex POSTs and returns a named receipt (02, 09, 11, 12, 13 as of last prove).
4. DARK — no served court key / no Claim page. DARK is court status. It is not the same as OPEN.

A developer who reads “apex unknown game_id” as “we have no data” has misread the row.
