22 File Skill Routing

When a Bot cannot handle a file type, escalate in four steps (D63):

1. Already-installed skills
2. <recommended_skills> match → install_skill(preset_id) (light skill_preset approval → public skill)
3. web_search skill repos → install_skill(source_url) (full skill_import scan, per-Bot)
4. Honestly say unsupported

Auth strength matches trust level. Unattended auto-approves both install classes per policy. After install, prepareRequest refreshes so the skill works in the same run.
