ANSWER 1: Total cumulative cost of the 2021-2025 disaster cycle to PNW taxpayers

Sources: NOAA NCEI Billion-Dollar Disasters (WA, OR), WA State Military Dept, CCPA, Sightline Institute (2026), PNNL (2026)

Washington (2021-2025): 11 billion-dollar disasters at 2.2/yr (vs 0.8 historically). Wildfire costs: $2-5B. All disasters: $10-20B (1980-2024 cumulative). FEMA PA: $4.52B cumulative. 2021 wildfires alone: $12.1B nationally; heat dome/drought: $10.2B nationally.

Oregon (2021-2025): 10 billion-dollar disasters at 2.0/yr. Wildfire: $5-10B cumulative (43% of total). 2024 was worst wildfire year on record.

British Columbia (2021): Heat dome + wildfires + atmospheric river: $10.6-17.1B CAD (3-5% of GDP).

Utility costs: NW IOUs doubling wildfire budgets from $279M (2023) to $711M (2028). 2026 alone: $735M planned. PacifiCorp: $473M 5yr plan. PGE: $110-135M. Avista: $52M.

ESTIMATED TOTAL: $25-40B (conservative). True total with indirect costs likely exceeds $50B.

Confidence: [PV]

ANSWER 2: Utility disaster surcharges attributable to the 2021 heat dome

Sources: UTC dockets (UE-220053, UE-250661), Oregon PUC (ADV 1725, ADV 1813), Idaho PUC (IPC-E-21-02), Sightline (2026), PNNL (2026)

Washington: Avista Wildfire Balancing Account surcharge 0.106-1.004 cents/kWh. Baseline $5.1M WA. 2021 heat dome: $16.4M above baseline, $8.8M deferred. PSE: ~$14/yr surcharge.

Oregon: PacifiCorp Schedule 94: $23.1M incremental O&M (2024), ~667K customers, ~$0.33/mo. PGE Schedule 151: $19.9M initial, ~646K customers, ~$1.85/mo.

Idaho: Power applied for deferral (IPC-E-21-02). 2026 WMP budget revised up 45% ($63M to $93M).

Total: ~$50-80M/yr across three states. Heat dome explicitly cited as triggering event in all utility filings.

Confidence: [VERIFIED]

ANSWER 3: Percentage of federal wildfire suppression contracts going to PE-owned companies

Sources: GAO-23-105292, NWSA, Fortune (2011), Net Zero Insights (2025), Journal of Forestry (2018)

No exact PE-owned percentage is publicly documented. Key data:

  • Private industry: ~40%+ of wildfire services (NWSA)
  • Forest Service 2008: $757M on 1,000+ contracts (52% of suppression budget)
  • ~280 private companies (up from 197 a decade ago)
  • ~75% are small businesses with handfuls of employees
  • GAO: $2B in wildfire contracts FY2018-2021 (Forest Service >75%)
  • PE activity growing since 2022, peaking 2024

INFERENCE: PE likely 5-15% of total federal wildfire suppression contract value. No government report breaks down by ownership type.

Confidence: [INFERENCE]

ANSWER 4: Documented cases of PE-owned disaster restoration companies overcharging FEMA/states

Sources: DHS OIG-19-52, Guardian (2023), NYT (2018), Grist (2025), WGCU/PBS (2025), FL AG settlement (2006)

YES. Multiple documented cases:

  1. Cobra Acquisitions / PREPA (2017-18): DHS OIG found FEMA eligibility determination "not sound." $945M approved for T&M contract. OIG found unsound labor rate comparisons, no assessment of actual costs. [OIG-19-52]

  2. Access Restoration Services / Hurricane Ian (2022-25): $30M+ in liens against 20+ condo communities. $180K charged for $35K of work. Partnered with MMA law firm (FBI investigation for 1,600 fraudulent lawsuits). DeSantis awarded $200M in state contracts despite allegations. [WGCU/PBS, court records]

  3. Servpro franchises (multiple): Fraudulent liens, overcharging, intimidation. NC AG settled Boise franchise case. One Silver Serve: $62K+ bills after Mountain Fire. [Grist, BBB]

  4. Puerto Rico FEMA repairs (2018): $3,700 generators, $666 sinks. Minimal work billed at maximum. [NYT]

  5. AshBritt / Hurricane Sandy (2013): No-bid contract, political consultants hired. Congressional investigation found inflated overhead post-Katrina. [Inquirer, Waxman]

  6. Afterdisaster / Hurricane Ivan (2004): FL AG settlement: 40-500% overbilling. $609K settlement. [Insurance Journal]

  7. OSHA: 194 violations at PE-owned restoration companies 2015-2022. [Guardian/PSEP]

Confidence: [VERIFIED]

ANSWER 5: Total value of utility infrastructure hardening passed to NW ratepayers since 2021

Sources: Sightline Institute (June 2026), PNNL (Feb 2026), PacifiCorp testimony, Oregon PUC, Washington UTC

NW IOU wildfire mitigation spending (cumulative since 2021):

Utility State Latest Annual Multi-Year
PacifiCorp OR/WA $70M+/yr $473M/5yr
PGE OR $110-135M $32M+/yr
Avista WA/OR/ID $52M Escalating
PSE WA Not specified Surcharges active
Idaho Power ID/OR $93M Growing

Aggregates:

  • NW IOUs: $279M (2023) to $711M (2028) - more than doubling
  • 2026: $735M planned
  • 5 western states, 9 IOUs: $7.97B actual (2023-24 rolling year)
  • Ex CA: $339M actual vs $278M forecasted
  • Capital > O&M: PacifiCorp/PSE plan ~10x more capital than operating

Washington-specific: PacifiCorp: $14M dist + $7.2M trans hardening through 2024. Avista: balancing account surcharges. PSE: ~$14/yr surcharge.

Oregon-specific: PacifiCorp: $19.7M incremental O&M above $50M base (2024). PGE: $19.9M initial WMVM.

Ratepayer impact: PGE customers: ~$5/mo more for wildfire vs 4 years ago. CA PG&E: $41/mo (19% of bill) - preview of NW trajectory. Berkshire Hathaway (PacifiCorp owner): >$4B profit 2026.

ESTIMATED TOTAL: $3-5B cumulative to NW ratepayers through 2025, accelerating.

Confidence: [PV]

ANSWER 6: How does the heat dome > wildfire > debris flow > cascade appear in federal cost accounting?

Sources: FEMA Event Summary guidance, CRS IN12384, FAS (2024), UChicago Legal Forum (2024), CRS IN11696, FEMA PA Wildfire Memo (2022), Gov. Newsom 2022 request

The cascade is tracked as SEPARATE events, not one compound event. This is a critical structural gap:

  1. FEMA explicitly states: It evaluates "discrete events and impacts, not seasonal or general atmospheric conditions."

  2. California 2022 denial: Gov. Newsom requested a major disaster for the heat dome AND resulting wildfires together. FEMA denied it, saying damage was "actually attributable to the wildfires" not the heat dome.

  3. Incident periods defined separately: FEMA assigns distinct incident periods for each declared event. Storms within 72 hours of each other can be grouped; cascading hazards across different timeframes cannot.

  4. Stafford Act gap: "Slow-onset disasters" (drought, heat, compound cascades) are not defined in the Stafford Act. CRS notes these events "may not have clearly defined start or end dates, and cumulative damage may not be immediately apparent."

  5. Proposed reforms (not enacted):

    • FAS recommends adding heat, smoke, and compound events to Stafford Act Section 102(2)
    • Extreme Heat Emergency Act of 2023 would explicitly include heat
    • CRS recommends standardizing procedures for determining when disparate events are a single compound event
    • FEMA PA Wildfire Memo (2022) acknowledged wildfire incidents have "significantly longer incident periods" but did not create compound event tracking
  6. Practical consequence: The heat dome causes wildfire which causes debris flow which damages infrastructure. Each step gets a separate disaster declaration (if any), separate cost tracking, separate funding streams. The cascading causal chain is invisible in federal accounting.
