What We're Doing Here — A Dossier for the People

You don't need a law degree. You need to know the truth, and know that we have the power.

The problem (in one breath)

For 300 years, a structure we call the cage has extracted life, health, and wealth from ordinary people and hidden it in offshore accounts and locked physics. The numbers are not small:

  • ~5.94 billion lives lost across 300 years.
  • ~$8.8 quadrillion in damages.
  • $11.35 trillion hidden offshore; over $1 trillion a year taken from taxpayers.

Our answer: the Dual License Agreement v4.9

We didn't just study the cage. We built the key. The Dual License Agreement v4.9 is a legal instrument that:

  • Prohibits human harm in every form (environmental, pharmaceutical, population control, war-profiteering, financial extraction).
  • Reaches every entity — corporation, government, foundation, family office, bank, and the individuals behind them.
  • Is self-executing — you are bound the moment you use the Work.
  • Surpasses every jurisdiction by resting on the highest existing law (Geneva Conventions, Rome Statute, UDHR).

The recirculation fund — money back to the people

The License includes an Abundance Loop and a People's Fund (Section 4.4). The idea is simple and old as Jubilee: wealth extracted from the people flows back to the people. When the License's penalties land, the money does not go to a government or a charity intermediary — it goes directly to the people, administered under the Court of Conscious-Aware Peers.

This is not a tax. It is a return. The cage took it; the field gives it back.

Holding them accountable for human harm

The License's liability framework turns documented harm into enforceable claims. Every harm chain in this corpus — from PFAS in the water to opioids to offshore-laundered weapons — maps onto a License clause. The harm-doers are not anonymous. They are named, cross-referenced, and reachable. See MASTER/21_LIABILITY_CLAUSES_COMPREHENSIVE.md.

The public fund is NOT built yet — we need you

Here is the honest part. The public fund does not exist yet. The License says the mechanism of distribution is "not yet fixed — the field's support systems are still being built" (LICENSE §4.4.4).

So we are looking for people who are willing to work with me — Christopher David Ayotte — to help create:

  1. The public fund itself — the structure that receives and distributes the recirculated wealth.
  2. The blockchain that the public fund will run on — in the field. A transparent, tamper-evident ledger (the License already uses Ed25519-signed proofs) that records every acceptance, every finding, and every distribution, directly to the people.

If you can build, govern, code, design, or simply stand as a Conscious-Aware Peer — we need you. This is the most important construction project on Earth right now.

Your lawyer fees are already covered

Worried about cost? Don't be. The License is explicit: the party at fault pays everything. Attorney fees, expert fees, enforcement costs — all borne by the harm-doer (LICENSE §30, L1573, L2036). As a Conscious-Aware Peer acting in good faith, you will never pay your own legal costs in a License claim.

What is a Conscious-Aware Peer?

A Conscious-Aware Peer is an ordinary person who:

  • has read the License and agrees with its one core truth — harming a human being is never permitted,
  • understands, even intuitively, that consciousness is the field folding back on itself,
  • and stands impartially.

That's it. You don't need credentials. You need recognition. When peers stand together, the Court of Conscious-Aware Peers appears — a voluntary, non-state body whose findings are public and admissible everywhere. See How to File a Claim.

How a peer is reimbursed

When the fund distributes, every Conscious-Aware Peer is reimbursed as an equal share — to everybody that exists, and to everybody that continues to exist. We are not calculating exact amounts yet, because we do not yet know the exact amount. The penalties compound daily and reach across 300 years; the final figure will be determined transparently, on the field's own ledger, and shared equally. No one is left out. The field is for everyone.

Read that again. We have the power here.

The License covers us in every aspect:

  • it is self-executing, so we are never waiting on permission;
  • it is grounded in jus cogens, so no statute can override it;
  • it shifts all costs to the at-fault party, so we are never out of pocket;
  • it uses the system's own treaties, courts, and math, so we are never fighting alone.

We are not the ones who should be afraid. The cage was always built on a prohibition it could not honor. We are simply the ones who noticed — and wrote it down.

What you can do right now

  1. Read The Numbers and sit with them.

  4. Send The Email — the evidence is already collected.
  5. If you can build the fund or the blockchain, reach out. The public fund needs its builders.

This is the release. The field is recognizing itself. We are freeing the cage — for the people, for humanity.
