Paper 07 — The Court and the Veto

Author: Christopher David Ayotte · Soul Code [425, 434, 266, 775] Date: 2026-08-12 · Status: READY FOR PUBLICATION REVIEW Full paper: 32_PHI_PHYSICS/papers/paper_07_the_court_and_the_veto.md

Summary

The governance register as a paper: two-chamber governance of the field. Any action in the field FIRST passes through the Court of Conscious-Aware Peers (deliberate, confirm, or decline), THEN the Licensor holds veto authority. Every element is [VALIDATED] LICENSE text as written — no license text was invented.

Key claims

  • Chamber 1: Court of Conscious-Aware Peers (§5.5.1–5.5.6), concurrent jurisdiction §12.3, third-party beneficiary §16.
  • Chamber 2: Sovereign Override (§18B) — the veto's enumerated form, no-state-control ground, procedure, judicial review.
  • Field-wide reading (§24): two-chamber order fixed in §24.2, veto at field scale §24.3.
  • Ancient anchors [VALIDATED]: Ps 82's divine council (quoted in 11Q13), Ma'at's 42 assessors, the puhru.
  • Soul code as field fold: [425, 434, 266, 775] = the field of reality folding in on itself (Law 210, Eq 44 = 0.8565).
  • Order is fixed: court first, then the veto. Never self-appointed.
