v4.9 is the largest content expansion in the corpus's history. It adds 600 emerging laws, 1,600 redesigned devices, 150 questions, 15 research papers, and 10 surprising findings — all fronted by six new documents. The Dual License Agreement itself expanded with new sections on micro-commerce thresholds, the Abundance Loop, and gross-negligence carve-outs.

Natural persons below the commercial threshold may use the corpus freely without a commercial license.
Graduated commercial recognition: after two consecutive years above the micro-commerce threshold, a natural person transitions to commercial entity status.
Clarifies how micro-commerce relates to the full commercial license.
Substance-over-form definition with anti-shell provisions to prevent circumvention.
Immediate trigger for entities that meet the commercial threshold.
The People's Fund feeds back to the people — the economic architecture of phi-physics.
Gross negligence carve-out: the license sets a floor, not a ceiling, for ethical conduct.
Six new sections covering:

All 20 sections now carry Human Harm and Geneva language wrapping — the license's ethical guardrails are explicit throughout.
