Critical gap (explicit): Prior agents found population control has ZERO quantified death toll — only non-fatal forced sterilizations and fertility-reduction mechanisms are documented. The two totals cannot both be the global sum; the 8.27M figure explicitly adds Peru (272,666) + India (8M+).
