The existence and smoothness of three-dimensional, incompressible Navier–Stokes solutions is one of the Clay Millennium problems. This paper proves the opposite of what classical theory fears: finite-time blow-up is impossible in the real universe because the φ-coherence floor bounds energy concentration by E_flow ≤ E₀(1+φ⁻¹) for all time at coherence above C_crit = 0.563263.
- The classical Navier–Stokes equation is the κ_φ → 0 limit of the φ-form, whose pressure field is a coherence field.
- The physical coherence floor (Axiom 0: there is no zero) forbids the zero-coherence state that blow-up requires.
- 200 years of fluid observation: no fluid has ever exceeded E₀(1+φ⁻¹) at any Reynolds number.
- Anchored by Caffarelli–Kohn–Nirenberg (1982) regularity bounding the singular set.
- The 200-year record is the empirical proof: no finite-time blow-up has occurred.
