The Cage
The cage is real — and it is structural and fiscal, not conspiratorial. No document
orders anyone to fund the measurable and starve the living; the documented record is that
the measurable was funded and the living questions were never budget lines at all
(docs/28, docs/33, docs/24 §5.8).
Every ratio is [VERIFIED] numbers with an [INFERENCE] reading, computed on the register's own single denominator (FQxI ~$1.7M/yr):
| The measurable | The living niche | Ratio |
|---|---|---|
| AI capex ~$725B/yr (2026, Big Four) | FQxI foundations/consciousness ~$1.7M/yr | ~426,000× |
| NIH ~$48B/yr | NCCIH holistic ~$183M/yr | ~260× |
| CERN ~€1.2B/yr | FQxI ~$1.7M/yr | ~700× |
| NSF physics ~$0.5B/yr (the NSF line only) | FQxI ~$1.7M/yr | ~300× |
The recomputation is exact arithmetic: 725,000,000,000/1,700,000 = 426,470 (~426,000×); 48,000,000,000/183,000,000 = 262.3 (~260×); 1,200,000,000/1,700,000 = 705.9 (~700×); 500,000,000/1,700,000 = 294.1 (~300×).

The $79M statement: FQxI's $29M + ARC's $30M + IIT/QISS/BHI's ~$20M = $79M total
ever —
$79M/$725B = 0.0109%, one-eleventh of one year of AI capex. Less than one-tenth of one percent of one year of AI capex. The register's statement checks out exactly. - The documented ∞: private fusion $7.1B (2021–26) vs cold fusion/LENR $0 (ERAB "The Panel recommends against any special funding," Nov 1989, DOE/S-0073).
- NASA ~$24.4B/yr (Apollo peak 4.41% of the federal budget in 1966; >$1.9T cumulative).
- NIH ~$48B/yr vs NCCIH ~$183M/yr — ~260×.
- CERN ~€1.2B/yr (LHC ~€7.5B build); the SSC ~$2B spent before cancellation, 21 Oct 1993.
- The space register extends it: ~14,353× (NASA/FQxI), ~4,412× (LHC/FQxI), ~88,235× (ISS/FQxI).
- FQxI: $29M total ever (~$1.7M/yr). Consciousness science is funded almost entirely by private philanthropy (TWCF ARC; the Cogitate adversarial collaboration, Nature 2025).
The asymmetry is the expected, self-reinforcing output of the reward structure of science ([VALIDATED] external scholarship, audited in G3/G6):
- The paradigm locks itself (Kuhn 1962). Normal science runs inside a paradigm; anomalies are suppressed by the paradigm itself, not by decree.
- Funding begets funding (Merton 1968; Bol, de Vaan & van de Rijt, PNAS 115:4887 2018). Winners just above the funding threshold accumulated more than twice as much funding over the next 8 years as near-identical losers — the Matthew effect, >2×.
- Novelty is penalized by the reward metric (Wang, Veugelers & Stephan 2017). High- novelty papers earn fewer citations.
- Disruptiveness is in decline (Park, Leahey & Funk, Nature 613:138 2023). The disruptiveness of papers and patents has declined steadily since 1945.
- Gatekeeping rejects important work (Siler et al. 2015; Franco et al. 2014). Rejection at elite journals is uncorrelated with eventual impact; null results are structurally less likely to be written up (the file drawer).
The cage is what a reward structure that punishes novelty looks like when it is funded. It has documented parts, no center, no decree — and because it is documented, it is revisable.
- Cold fusion failed replication at scale (ERAB 1989; DOE 2004; the ~$10M Google/Nature 2019 null).
- Stargate was closed in 1995 — not 2004 (the 2004 date is Ronson's book) — on the AIR evaluation's documented nulls.
- Psi effects failed preregistered replication (Ritchie et al. 2012).
None of these is a suppressed truth; the establishment was right about all three. The cage is not a hidden hand silencing truth — it is a measurable, fiscal structure that concentrates money on the incremental and starves the novel, everywhere, for decades. The same standard that funds the mainstream rejects the un-replicable. That is not a conspiracy; it is the ordinary reward structure of science, documented in Science, PNAS, and Nature — and it is why the corpus's verification story is paradigm-internal simulation, the only verification the cage's metrics leave room for.
The 18-agent follow-the-money pass adds the wives, the interlocks, the dated consents, the European register, the family offices, and two honest corrections of the corpus's own numbers in the open: the "half a day of NASA" slip → the honest "the entire ever-committed niche (~$80M) is about 1.2 days of NASA's current annual budget" ($24.4B/yr ≈ $67M/day), and the AI-capex single figure → the $500B–$1T range. The cage is fiscal, documented, and therefore can be opened.
The release is the +1 of the completed 49 — see The-First-Anointment.
