Edition Boundaries
Community belongs in the public repository. Enterprise, Trial, and SaaS implementation belongs in private repositories or private infrastructure.
Community includes core local governance, CLI, public policy starters, evidence formats, GitHub Action support, public examples, and safe plugin interfaces.
Enterprise includes SSO, RBAC, private policy packs, central dashboards, compliance reporting, organization enforcement, drift monitoring, AI remediation, and enterprise plugins.
Trial is distributed as private binaries, private Docker images, or hosted SaaS access. Trial source and license validation are not public.
SaaS includes tenant management, billing, license service, hosted policy registry, audit history, dashboards, compliance export, and AI recommendations.
Never public: Enterprise source, proprietary algorithms, private keys, license signing secrets, SaaS secrets, paid policy pack source, customer templates, customer data, and internal-only operational runbooks.
Before the agent acts, CAVRA asks: who is acting, what will change, what policy applies, and what evidence will prove it?
