Evidence Console Community GA Closeout

This public-safe console closeout makes the Community GA control-hardening batch visible to operators from the hosted Evidence Console.
- Added a Community GA Control Hardening console section.
- Surfaced Ed25519 policy signing status and copyable signing commands.
- Surfaced runtime mode behavior for
audit_only,enforce,strict, andbreak_glassbased on the selected console policy mode. - Surfaced golden decision snapshot coverage and the public fixture path.
- Surfaced deployment validation and release evidence documentation links.
- Added release-note visibility for the Community GA hardening batch.
The console does not expose production private keys, customer signing keys, KMS/HSM identifiers, Enterprise approval-routing implementation, private policy packs, SaaS backend implementation, license-service internals, customer evidence, or production provisioning records.
