Go Backend Rollback Drill Final Readiness Bundle Closeout

Status: complete for the current public-safe closeout evidence slice.
Completed implementation:
- Added final reporting readiness bundles that compose release readiness, auditor export, retry execution, archive reference, archive health, and alert acknowledgement metadata.
- Added signed archive manifest records that require an external KMS or private release-service signature without storing private signing keys in Community Edition.
- Added release closeout summaries for executive and audit review.
- Added Evidence Console controls for Readiness Bundle, Sign Archive Manifest, and Closeout Summary.
- Added dashboard metrics for readiness bundles, signed manifests, and closed closeout summaries.

Security boundary:
- The readiness bundle stores only public-safe metadata references.
- The archive manifest records an external signature reference; Community Edition does not hold signing keys.
- Archive writes, GRC delivery, and long-term retention remain private Enterprise or operator-owned integrations.
Delivered in the next slice: final closeout bundle delivery workflow with retention review approvals and downloadable closeout artifact bundles. Recommended next issue: add final closeout retention health monitoring, bundle expiry alerts, and retry automation for failed closeout deliveries.
