LoC transforms

We are trying to avoid custom modifications to LoC (xslt)transforms that are scattered throughout our codebase and are instead trying to collaborate to maintain them where possible. The duplication and indeed inclusion in our codebase of these transforms is less than ideal and we would like to proceed with another solution if resources allow.
