Summary: change "non-baseline" error to notification

Description:
currently, trying to reparent stuff in a structure file to a non-baselined node will result in an error during initialization. this request asks that this become notification (LogStatus) rather than an error.

Warnings about variables not being defined are not delayed until the last pass through config files when all variables should truly be known. Also, the error messages about parenting to a non-baseline node should now be removed. @] |
