in a previous release, dcomm was changed so that the default behavior was that only changes to a nodes values would be sent out (i.e., setting a node to 0.0 that was already 0.0 wouldn't send out a dcomm update). This has caused issues with some simulations. This is a request to put it back to the original method of sending out all node modifications to the manager/server.

frankie March 17, 2014, at 11:22 AM: After further investigation, this code change does not appear to be needed (always_enqueue was not the issue). This default setting will remain. Marking as not an issue.
