Who gets it: Achaean League
Philopoimen of Megalopolis: Assembly of the honourable Achaian Koinon, hear me!
Achaians: Hear, hear!
Philopoimen: Dear Achaians, I know you have fought hard these past few years. You have defended your homes, you have marched into foreign lands, you have been starved, born incredible heat and scaled great heights.
Achaians: Hear, hear!
Philopoimen: Yet, we can still improve our army. It is time to strengthen our infantry by giving the Thureophoroi better armour and by introducing the Macedonian phalanx!
Achaians:
Philopoimen: There is more! Our horsemen have to learn how to ride and fight, and our ephebes have to be educated with the bow by Cretan experts. I know this will cost a huge effort, and a lot of money. But this is the way forward for Achaia. To survive, and thrive, we need to melt our jewels and silver tableware, and create armour and weapons. What do you think?
Achaians:
A young Ephebe steps forward: Achaians! I may be young, and I may not have fought as many battles as most of you. But I trust Philopoimen. He only wants the best for Achaia. Now, it is time for you to trust him as well!
And thus, the Achaians began the great reform of their federal army.
It fires when at least 15 settlements are held by Achaean League and it is turn 66 (254 BC) or later.
The game checks this at the end of every round.
5 units can be recruited once it fires:
Units already in your armies are converted:

3 units can no longer be recruited:
| Unit | Who can raise it |

| Achaian Xystophoroi | Free Peoples |
| Foreign Thureophoroi | Free Peoples |
