Who gets it: Rome, Roman Rebels (first civil war), Roman Rebels (second civil war) and The Roman Senate
Tiberius Gracchus, as Tribune of the Plebs sought to heal the growing divide in the Republic by passing the Lex Agraria. This land reform aimed to confiscate excess public lands hoarded by the elite and redistribute them to Rome's landless citizens and impoverished veterans.
By bypassing the Senate and appealing directly to the masses, Gracchus championed the cause of the Populares. However, he drew the ire of the Optimates, who saw their wealth, vast estates, and traditional constitutional authority directly threatened by him. Led by conservative senators, a mob attacked Gracchus and his supporters on the Capitoline Hill. The Tribune was beaten to death, and his body was thrown into the Tiber River.
This assassination marked a dark turning point in Roman history. The sacred immunity of the tribunate has been violated, opening the door to a terrifying era of political violence in Rome.
Tiberius land reforms survived his death; family allies, including his younger brother Gaius, took places on the land commission set up by the law and distributed land over the next few years. A decade later, Gaius too became Tribune of the Plebs and proposed much more wide-ranging reforms, such as the famous 'Bread Dole', subject of popular acclaim, which also led to his death.
Rome seems set for a devastating civil war. Be sure to prepare a large treasury and a strong army to face the new threats from inside the Republic!

Its only effect is that The Italic Revolt waits for it.
